This conference aims to identify the factors in civil-military planning elements in the event of complex emergencies/large-scale disasters, and the procedures necessary to provide, or receive international support. It also aims to understand the different levels of humanitarian assistance, the methods of intervention, and the role of the different actors that are part of the system.
This conference explores the contemporary challenges, comparative responses to issues of multidimensional security in the Americas considering the historical roots of the OAS concept, policy debates through a critical review of literature, and applications of specific cases.
