Lieutenant Colonel (Nurse) Yeni Torres Salinas

Seminar Leader

Member of the Mexican Army with 29 years of service and experience in the areas of Logistics and Military Education. Internationally, she served as a United Nations Military Observer in Colombia.

Her most recent positions include Chief of Medical Supply Procurement and Budget Coordinator at SEDENA.

She holds three master’s degrees: Strategic Management from the Superior School of War, Human Rights from Universidad Iberoamericana (both in Mexico), and a Master’s in Hemispheric Security and Defense from the Inter-American Defense College, Class 64. She is single and has no children.

Colonel Edson Luiz Vieira Neto

Seminar Leader

Born in Rio de Janeiro, Brazil, he joined the Brazilian Air Force after graduating from the Air Force Academy (AFA), where he was commissioned as an Aviator Officer and earned a degree in Aeronautical Sciences with a specialization in Military Aviation. He completed the Command and General Staff Program at the Brazilian Air Force Command and Staff College, a Postgraduate degree in Public Management, a Postgraduate degree in Strategic Planning and Management, and a Master of Science in Inter-American Defense and Security at the IADC.

His main operational qualifications include: Operational Fighter Pilot, Air Defense Pilot, Attack Squadron Leader, Fighter Squadron Leader, and Chief Controller of Military Air Operations.

His primary operational activities include: Flight Instructor at the Air Force Academy (basic training for military pilots), Flight Instructor in the Second Squadron of the Fifth Aviation Group, and Flight Instructor in the Second Squadron of the Third Aviation Group (advanced operational training for Fighter Squadron Leaders), as well as Instructor for Controllers of Military Air Operations and Chief Controllers of Military Air Operations. He is married and father of three children aged 24, 22, and 14.

Commander Jhonathan Lagos Zubiaurr

Seminar Leader

Peruvian Air Force officer with 25 years of service and extensive operational experience as an aerial reconnaissance pilot, instructor pilot, and test pilot, having participated in missions supporting counterterrorism, counternarcotics, illegal mining and logging interdiction, as well as humanitarian assistance and disaster relief operations.

Currently part of the Seminar Leaders team at the Inter-American Defense College (IADC), he is a graduate of Class 64 of the Master’s in Inter-American Defense and Security. He completed the Command and General Staff Program at the Peruvian Air Warfare College and has further specialized in International Humanitarian Law and Human Rights, NATO Basic Doctrine, Unmanned Aerial Systems Operations, and Search and Rescue System Management, among others. He is happily married and father of two daughters, María Fernanda and Catalina.

Lieutenant Colonel Bolívar Vinicio Acosta Sánchez

Seminar Leader

Ecuadorian Army officer with over 29 years of service, specialized in Military Strategy, Telecommunications, Cyber Defense, and Military Education. Throughout his career, he has served at tactical, operational, and strategic levels in roles such as operations officer, instructor, ministerial advisor, and academic coordinator. He played a key role in developing Ecuador’s Defense Sector Cyber Defense Policy and National Cybersecurity Strategy. He has attended training and specialization courses in Chile, Brazil, and the United States, and has received academic and professional distinctions in Ecuador, Peru, and Brazil.

He holds an Engineering degree in Electronic Telecommunications, a Diploma in Cybersecurity, and master’s degrees in Senior Management and Hemispheric Defense and Security. He will serve as a Seminar Leader at the Inter-American Defense College and is a graduate of Class 64. He also contributed to operations against drug trafficking, illegal mining, and armed groups. He is married to Jessy Fernanda and is the father of two children: Bolívar Fabián and Fabiana Scarlett.

Commander Raúl Robles Lepe

Seminar Leader

An officer of the Mexican Navy with 24 years of active service. He graduated from the Heroic Naval Military School as a Naval Sciences Engineer. During his military career, he has served in various roles aboard Mexican Navy surface units, including commanding interceptor patrol boats, tugboats, and offshore patrol vessels. Beyond surface units, he has held positions in intelligence analysis and personnel control at the General Staff of the Navy.

His professional development includes advanced courses within and outside the Mexican Navy, such as the Naval Command Specialty at the Center for Higher Naval Studies, the Advanced Intelligence Analysis Course at the Army and Air Force Study Center, the Staff Diploma at the U.S. Naval War College, and most recently, the accredited Master’s in Inter-American Defense and Security at the Inter-American Defense College.

Lieutenant Colonel José Carlos Granados Espinosa

Seminar Leader

Mexican Air Force officer with 22 years of service. He graduated from the Air College in 2006 and holds bachelor’s degrees in Military Meteorology and Military Administration, as well as a Master’s in Inter-American Defense and Security as a member of Class 64 of the Inter-American Defense College.

He has served in various specialized organizations, including meteorological analysis and dissemination centers, military educational institutions, and territorial command headquarters of the Air Force and Mexican Army.

He has received multiple distinctions, including service medals for 20 years of uninterrupted service, the First-Class Academic Merit Award, and the Distinguished Service Decoration. He is committed to institutional transformation, continuous learning, and strengthening regional cooperation in multidimensional security.

Colonel Alberto Moreland Woll Espinoza

Seminar Leader

With over 25 years of service in the Peruvian Army, he graduated as Honor Sword of his class. He is an officer of the Quartermaster Corps with a specialization in Special Operations (Commando). Throughout his career, he has served in various operational and administrative units, performing duties in logistics, planning, and institutional management in different regions of Peru—coast, highlands, and jungle—as well as internationally as a United Nations Military Observer in Africa.

He holds three master’s degrees in Military Sciences, Educational Management, and Health Management, and completed advanced studies at the Army War College and at the Inter-American Defense College, where he was a member of Class 64. He has received multiple decorations for his performance and maintains a strong commitment to strengthening public management and continuous improvement in the defense sector. He is happily married and the father of three children aged 19, 21, and 22.
