Rear Admiral Paulo Roberto Blanco Ozorio 

Interim Director

Rear Admiral Paulo Ozorio joined the Brazilian Navy in 1989 at the Naval College (Colégio Naval) in Angra dos Reis, Rio de Janeiro, completing his three-year high school education at the institution in late 1991.

In January 1992, he began his officer training at the Naval Academy (Escola Naval) and was commissioned as an Ensign (Guarda-Marinha) in 1995 after four years of study.

In 1996, he participated in the 10th Instructional Training Cruise aboard the Training Ship “Brasil,” concluding his post-graduate naval officer training in October of that year. He specialized in Gunnery/Armament at the Admiral Wandenkolk Instruction Center in 1997.

In the year of 1999, he completed the Surface Warfare Advanced Course for Officers at the “Admiral Marques de Leão” Training Center, focusing on Naval Warfare tactics. Between 2002 and 2003, he took the Staff Course for Intermediate Officers at the Naval War College (EGN), a hybrid program covering Public International Law, Naval Operations, and the Military Planning Process.

In 2012, he completed the Staff Course for Senior Officers Master’s Program at the Naval War College. This doctrinal course addressed pertinent contextual issues; covered relevant high-level naval doctrine, the employment of naval power components; operational level planning at strategic and political levels; detailed concepts of maritime strategy —particularly those applicable to naval warfare; management for the resolution of administrative problems; as well as logistics, politics, economics, law, science and technology refresher courses. Furthermore, in 2012, he earned a Specialization in Business Management from the COPPEAD Graduate School of Business at the Federal University of Rio de Janeiro (UFRJ).

Between 2014 and 2015, he attended the École de Guerre in France (22nd Class), a joint course comprising members of the French Army, Navy, Air Force, and Gendarmerie, along with international officers from over 60 nations, where he strengthened cooperation with peers from Argentina, Canada, the USA, Mexico, and Peru.

In 2021, he completed the Maritime Policy and Strategy Course (CPEM) at the Naval War College, concurrently with the Higher Defense Course (CSD) at the Brazilian War College (ESG). This curriculum focused on Defense Planning, Strategic Planning of the Armed Forces, Budget and Logistics, Maritime Economy, Geopolitics, International Law; International Relations; Security Policies (Social, Economic, and Environmental); and Critical Thinking.

Professional Experience

During his career of over 35 years in the Brazilian Navy, he served in the following ships and organizations:

Frigate “Dodsworth”; Admiral Wandenkolk Instruction Center; Sailing Ship “Cisne Branco”; Naval Academy; Training Craft “Guarda-Marinha Brito” (Commanding Officer); Frigate “Defensora”; Ocean Tug “Almirante Guillobel” (Commanding Officer); Naval Operations Command; Naval War College; Frigate “Independência” (Executive Officer); Frigate “União” (Commanding Officer); Directorate-General of Navy Material; “Admiral Marques de Leão” Training Center (Commanding Officer)

He accumulated approximately 16 years of sea duty and over 1,300 days at sea, serving as Commanding Officer of three different vessels. As an officer on the “Cisne Branco,” he represented Brazil in various ports across the Americas, Africa, and Europe.

His performance in command of the Frigate União stands out in a unique way with his participation at the Maritime Task Force of the United Nations Interim Force in Lebanon (UNIFIL) in 2017. Participation in this mission, whose purpose is to promote peace and stability in that region, added relevant experience in operating in a Multinational Force, under the aegis of the UN, in addition to providing the qualification of United Nations Peacekeeper, which incorporates content such as International Humanitarian Law, among others.

In addition to his operational experience, his academic experience is outstanding. Rear Admiral Ozorio has served for eight years as an instructor or commander in three different organizations of the Naval Education System. As a Lieutenant Commander, between 2003 and 2004, he served for two years as Company Commander of the Aspirant Corps of the Naval School, concurrently with the task of military-naval teaching instructor. In 2005, he commanded the Training Vessel “Guarda-Marinha Brito”, a ship subordinate to the Naval School whose task was the basic training in navigation and naval operations of future Navy officers.

Between 2006 and 2007, he served as a navigation instructor at the Naval School. Between 2015 and 2016, as a Commander, he served as a Naval Operations instructor at the Naval War College.

Finally, as a Captain, in 2022 and 2023, he commanded the Admiral Marques de Leão Training Center, a school responsible for training in Naval Warfare tactics, which also conducts certification inspections of the operational readiness of ships of the Surface Force Command.

Also as a Captain, he held the position of Chief of Staff to the Director-General of Naval Material, accumulating experience related to processes related to the procurement and maintenance of systems and equipment.

Promoted to Rear Admiral on March 31, 2024, he assumed the position of Deputy Chief of Logistics and Master Plan of the Naval Operations Command. In this position, he was responsible for directly advising the Commander of Naval Operations on matters related to budgetary planning, maintenance policies, and logistical support for the naval and air assets of the Brazilian Navy, coordinating the efforts of several subordinate commands.
