BIOGRAPHY

His professional career encompasses various strategic and operational positions throughout his military service. Between 2024 and 2025, he served as Head of the Education Section at the Air Force General Staff in Brasília, Brazil. Previously, from 2023 to 2024, he held the position of Head of the IADC Facilitator and Mentor Division. From 2020 to 2022, he was Head of the Command and Control, Electronic Warfare, and Cyber Defense Section and Division at the Air Force General Staff, where he also served as a General Staff Officer between 2018 and 2022, working on the planning of the Brazilian Air Force (FAB) Cyber Defense Center. In operational command, he served as Commander of the First Squadron of the Fifteenth Aviation Group at Campo Grande Air Force Base between 2016 and 2017. In 2014, he served as an Air Facilitator Officer in the 20th Peacekeeping Infantry Battalion in the United Nations Stabilization Mission in Haiti (MINUSTAH). From 2013 to 2016, he served as an external member of the examination boards at the Aeronautics Institute of Technology (ITA). From 2008 to 2014, he served as an Electronic Warfare Officer in the Fifth Air Force, participating in the operational management of the EMBRAER KC-390 aircraft development project. His previous assignments include piloting K/C-130 Hercules aircraft at Galeão Air Force Base (2007–2013), serving as Head of the Intelligence and Electronic Warfare Section at the 1st/15th GAV (2003–2006), and Head of the Military Air Operations Section at Porto Velho Air Force Base (1999–2000), where he began his service as an air defense pilot between 1996 and 2000.
His international experience includes participation in multinational exercises and missions such as Canadian Maple Flag, Air Mobility Guardian in the United States, search operations for Air France Flight 447, and humanitarian aid missions during earthquakes in Chile and Haiti. He also participated in operational exchanges with the Air Forces of Colombia, Canada, the United States, and France, in addition to serving as a planner for the military air exercise CRUZEX FLIGHT, the largest to date held in the Southern Hemisphere. In the international academic environment, he coordinated multidisciplinary teams and academic interactions with students from various countries at the Inter-American Defense College, including Classes 63 and 65.
Throughout his career, he has received numerous awards and decorations, including the United States Department of Defense Meritorious Service Medal, the Inter-American Defense College Honor and Excellence Award, the Inter-American Defense Board Medal, the Order of Aeronautical Merit (Officer grade), the FAB Readiness Command Gold Operational Distinction, the Gold Military Medal, the Santos-Dumont Merit Medal, the United Nations Medal (MINUSTAH), the Brazilian Army Airborne Infantry Brigade Parachute Merit Medal, and the Nero Moura Merit Medal, as well as earning Academic Distinction in the IADC master’s program.
His academic background includes admission to the Doctoral Program in International Security at the Instituto Universitario Gutiérrez Mellado in Madrid, Spain, with research focusing on outer space as a new domain of conflict and astropolitics. In 2026, he completed the Military Andragogical Pedagogy Course at the William J. Perry Center in Washington, D.C. He earned a Master’s degree in Inter-American Defense and Security from the Inter-American Defense College (2023–2024). He completed the Aerospace Policy and Strategy Course (2022) and the Command and General Staff Course (2015) at the Air Force Command and General Staff College. In 2014, he completed the UN Peacekeeping Contingent Command and Staff Officer Course at CCOPAB. He holds a specialization in Electromagnetic Environment Analysis from ITA (2006) and an MBA from Universidade Federal Fluminense (2006). He completed the Air Tactics Course in 1998, earned a Bachelor’s degree in Aeronautical Sciences from the Air Force Academy (1993–1996), and completed his military high school education at the Air Force Preparatory School for Cadets (1990–1992). Linguistically, he is also capable of communicating in English, French, and Spanish.
