U.S. Army Maj. Gen. Joseph M. Lestorti, IADC director, delivered opening remarks. U.S. Marine Corps Gen. Francis L. Donovan, commander of U.S. Southern Command, briefed participants and provided the command’s perspective.

The IADC-hosted forum brought together college and U.S. Southern Command leadership, along with interagency, Department of War, Organization of American States, partner-nation embassy and member-state representatives.

Participants examined counter-cartel threats, operational domains and potential responses through academic presentations, senior leader sessions, working-group discussions, plenary debriefs and question-and-answer sessions. Interpretation and virtual participation support expanded participant engagement.

The forum increased participants’ understanding of A3C, provided direct access to U.S. Southern Command perspectives and gathered stakeholder input for a non-attributional academic report.
