Arturo C. Sotomayor
Professor
Arturo C. Sotomayor is a Professor in the William J. Perry Center for Hemispheric Defense Studies (WJPC) at the National Defense University (NDU), in Washington, DC., where he teaches courses on human rights, space policy, and civil-military relations. He currently teaches a cobranded course on International Relations and the Inter-American System, offered jointly between the Perry Center and the Inter-American Defense College (IADC). Previously, he held positions at George Washington University, University of Texas at San Antonio, Naval Postgraduate School, Tulane University and CIDE. His areas of interest include civil-military relations; UN peacekeeping participation; nuclear and space policy Latin America. His publications have appeared in Security Studies, International Peacekeeping, International Studies Perspectives, Journal of Latin American Politics and Society, Nonproliferation Review, Small Wars and Insurgencies, Global Responsibility to Protect, Foreign Affairs, and other edited volumes. His volume The Myth of the Democratic Peacekeeper: Civil-Military Relations and the United Nations (JHUP, 2014) was the winner of the 2015 Luciano Tomassini Latin American International Relations Book Award, presented by the Latin American Studies Association (LASA). He is the co-editor of American Crossings: Border Politics in the Western Hemisphere (JHUP, 2015), Mexico’s Security Failure: Collapse into Criminal Violence (Routledge, 2012), and El mundo desde México (El Colegio de Mexico, 2008). In 2014 Sotomayor was the recipient of the LCDR David L. Williams Outstanding Professor Award, presented by the Naval Postgraduate School. Likewise, the Center for Strategic and International Studies (CSIS), included Sotomayor in its 2021 U.S. National Security and Foreign Affairs Leadership List. Sotomayor He is a current member of the editorial board of International Security and International Peacekeeping.
Dr. Gabriel Farfán Mares (PhD)
Professor
Gabriel Farfán Mares (PhD in Government, London School of Economics) teaches comparative tax policy in developing countries at Georgetown University and the Inter-American Defense College. He was Budget Director of Mexico City, General Director for Tax and Non-Tax Policy and Adjunct Undersecretary for Fiscal International Affairs at the Mexican Ministry of Finance (SHCP). He often consults the International Monetary Fund, the World Bank, and the Inter-American Development Bank (Washington, D.C.) on a variety of fiscal affairs and leads a think tank in Mexico City focused on excise policy.

Dr. Albert “Jim” Marckwardt
Title: Professor of Strategy and Defense Policy, Inter-American Defense College
Dr. Marckwardt is a scholar-practitioner whose work bridges diplomacy, defense, and academia. He serves as the Professor of Strategy and Defense Policy at the Inter-American Defense College. He is also the Faculty Co-Lead for the Americas and the Founder & Director of the Latin Americas Studies Initiative (LASI) at Johns Hopkins University School of Advanced International Studies (SAIS), where he teaches graduate-level courses and directs the regional programming on the Western Hemisphere.
Previously, he served as Associate Professor & Faculty Lead for Institutional Capacity Building at the Defense Security Cooperation University (DSCU), where he developed and delivered curriculum on defense governance and institutional reform. A retired U.S. Army Lieutenant Colonel and Foreign Area Officer, Dr. Marckwardt served for over 29 years in a range of policy and security cooperation positions, including as Country Director for Colombia and Venezuela in the Office of the Secretary of Defense for Policy. Prior roles include Defense Strategic Intelligence Planner for the Americas at the Defense Intelligence Agency; Political-Military Advisor and Liaison Office Director at the U.S. Embassy in Honduras for Joint Task Force–Bravo; and Senior Leader Engagement Officer for Mexico at U.S. Army North, where he worked closely with Mexico’s SEDENA. He is a graduate of Argentina’s Escuela Superior de Guerra, where he studied strategic studies as an exchange officer.
Earlier in his career, he deployed twice in support of Operation Iraqi Freedom as an Armor Officer in command and staff roles. While in Iraq, he co-authored the book The Defense of Jisr al-Doreaa, the premier tactical primer on counterinsurgency for junior leaders. His research and writing have appeared in Joint Forces Quarterly, Small Wars Journal, and other outlets focused on regional security, institutional reform, and military diplomacy.
Dr. Marckwardt is a recipient of the Johns Hopkins 2024 Outstanding Recent Graduate Award. He holds a Doctor of International Affairs and a Master of International Public Policy from Johns Hopkins SAIS, and a Bachelor of Arts in International Business from Florida International University.
Dr. Tahina Montoy
Professor
Dr. Tahina Montoya is a defense and public policy researcher at RAND Corporation and a Lieutenant Colonel in the U.S. Air Force Reserve, specializing in national security, security cooperation, and human security.
She has held senior positions within the Department of the Air Force (Pentagon) and the Department of Veterans Affairs, most recently serving as a Senior Advisor in the White House Office of Public Engagement.
She also serves as an adjunct faculty member at the Elliott School of International Affairs at George Washington University. Dr. Montoya holds a Doctorate in Liberal Studies from Georgetown University.

Capitán de Navío de Infantería de Marina (IM) Luis Alejo Bonanni nació el 14 de Mayo de 1973 en la ciudad de Bahía Blanca. Ingresó a la Escuela Naval Militar donde se graduó como Guardiamarina de IM el 31 de diciembre de 1994, luego de realizar un viaje de instrucción de seis meses por América, Europa y África a bordo del buque escuela Fragata ARA Libertad. Pertenece al Cuerpo Comando Escalafón Infantería de Marina.
Ha sido ascendido a su actual jerarquía el 31 de diciembre de 2020. Obtuvo su grado de Bachiller en Sistemas de Infantería de Marina por el Instituto Universitario Naval (IUN) en 1996 y su Licenciatura en Sistemas Navales en 1998 por la misma Universidad.
Es Diplomado de Estado por la Escuela de Guerra Naval y Diplomado de Estado Mayor y Planeamiento Conjunto por la Escuela de Guerra Conjunta de las Fuerzas Armadas, Universidad de la Defensa (UNDEF).
Es Especialista en Defensa Química, Biológica, Radiológica y Nuclear por la Universidad Nacional del Sur (UNS), el Centro Atómico Bariloche y la Escuela de Técnicas y Tácticas Navales.
En el año 2000 ha realizado el curso de ¨Diablos Azules¨ integrando durante 4 meses dicha Fuerza de Tareas Especial de Lucha contra el Narcotráfico en la Provincia del Beni, norte de Bolivia. En 2009 ha realizado el curso Stability and Peacekeeping Operations in Accordance with the Rules of Law en el Defence Institute for International and Legal Studies (DIILS) Newport Naval Station, Rhode Island.
Entre 2015 y 2017 fué destinado a Alemania donde obtuvo el Diplomado en Estado Mayor Internacional por la Fuhrungsakademie der Bundeswehr y el Magister en Defensa Internacional por la Universidad de las Fuerzas Armadas Federales, Hamburgo.
Es Magister en Defensa y Seguridad Hemisférica por el Colegio Interamericano de Defensa en Washington DC, egresado distinguido con Honores de la clase 64 de dicho Colegio, clase de la cual fue su Presidente.
Posee experiencia académica a bordo de la Fragata ARA Libertad donde se desempeñó durante 8 meses como profesor en la materia Preparación y Dirección de Ejercicios y en Tiro, Supervivencia y Embarcaciones Menores recorriendo asimismo Europa y América. Fue profesor de la Escuela Naval Militar durante un año en la materia Capacitación Militar y Física y profesor invitado en los cursos de capacitación para Orientación en Defensa QBRN para Oficiales y Suboficiales.
Su preparación operativa comprende posiciones de comando de Pelotón de Tiradores, Pelotón de Armas, Jefe de Área de Estado Mayor de Batallón y Brigada así como cuatro años como Comandante de Compañía en los Batallones de Infantería de Marina N°2 y N°3. Fue honrado como
Comandante del Batallón de Seguridad del Estado Mayor General de la Armada, Comandante del Batallón de Infantería de Marina N°2 y Comandante de la Brigada Anfibia de Infantería de Marina.
Se capacitó y desempeño como Jefe de Administración Presupuestaria, dentro del área compras y adquisiciones y como Auditor e Inspector dentro de la Inspectoría General de la Armada.
Se desempeñó como Oficial de Estado Mayor en misión de Naciones Unidas en las Repúblicas de Haití (2004) y de Chipre (1996). Posee numerosos cursos en el país y el extranjero y ha participado en numerosos ejercicios multinacionales en el exterior, como UNITAS, FRATERNO, ACRUX, SOLIDARIDAD, entre otros.
Entre sus premios y condecoraciones cuenta la Foce Commander Comendation por sus acciones en la Misión de Naciones Unidas en Haití, con la Medalla de Servicios por la Paz ONU, Medalla al Mejor Promedio Escuela de Oficiales de la Armada, Medalla al Mejor Promedio Escuela de Guerra Naval, Premio Admiral Wellerrshoff al mejor promedio Internacional de la Escuela de Líderes de las Fuerzas Armadas de la República Federal Alemana entre otros.
Actualmente se desempeña como Jefe de la División Académica y Profesor Asistente del Colegio Interamericano de Defensa, Jefe de Curso Interino de la Maestría en Seguridad y Defensa Hemisférica y Líder de Seminario adjunto en el mencionado Colegio Interamericano.
Habla español, inglés y alemán. Está casado con Natalia y tienen tres hijos María del Rosario, María Guadalupe y Juan Cruz.
